BO4 - Business security profile changes without having to publish universe

Hi,

We find that if we wish to create a new object then apply security to the object by excluding it from the business security profiles for certain groups, we need to be publish the universe first then apply security after this.

Is it possible to first apply security to the business layer before actually having to publish the universe to the repository.

This is a unx universe (bo4 sp08).
